Un bend the paperclip and then bend it around a pen or pencil into a corkscrew shape.  Attach the corkscrew to the end of a long pencil or stick using tape or a rubber band.  Then if you insert the corkscrew and hook onto the steel wool by twisting the pencil you should be able to quickly and easily remove the steel wool.

You can throw the rusted piece of steel wool and the corkscrew away - you don't need to return them.  Please do return the graduated cylinder, the plastic cup, and the piece of tubing.
