If you cool moist air to its dew point temperature RH becomes 100%.

Dew point temperature also provides a measure of the actual amount of water vapor in the air.  A low dew point temperature 20 F for example would mean there wasn't much water vapor in the air.  A dew point of 60 F means there is more water vapor in the air.
